Dear Mr Nolan/ICAC

My community media articles falsely attributed in the personnel file of Ms Roy in
Dept of Education & Training (DET)

I am writing to add my voice to the complaint of Ms Louise Roy regarding the
worrying situation of apparently paper games at the DET involving community media
being falsely attributed to a teacher's personnel file.

I recently complained by phone to FoI legal manager for DET,  Peter Cribb, regarding
advice to me of placement on Ms Roy's file of voluminous articles written by me
(story/comment track device is here) in my quite long career in the community media
sector of 10 years or so. We spoke on the phone about it and he requested a letter.
I gave them verbally 3 days (a week or more ago) to remove my articles from Roy's
file.  I have forwarded an email but have had no reply.

Assuming my articles are in fact with the Roy personnel file (as suggested by DET
FoI office in their letter to Roy attached) I am alleging either incompetence,
malice, vexatious meddling, or indeed fraud in that personnel office of DET. Such
deception is suggestive of systemic abuse in my extensive experience.

Actually my suspicion, and just a theoretical concern at this stage, is that her
file is a convenient political archive of web based anti govt agitators and Ms Roy
may be in fact be an unlucky cipher for the politicised monitoring (Special Branch
style) of the Indy media sector by this ALP govt within DET under machine man
Minister Della Bosca, and directorship of Coutts Trotter as husband of MHR
Plybersek. I haven't discussed this aspect with Ms Roy at all.

Regardless of Ms Roy's concerns, if my media stories are being falsely attributed by
the DET to someone else, in fact a stranger I don't know from a bar of soap then it
is demonstrable bad governance. Further there is no greater offence to a media
practitioner, including in the community sector.

I am also worried about the big brother thuggery/arrogance aspect of Ms Roy's
problem. I have characterised this determination of packaging of my media work on
her file under some kind of FoI stonewalling process as narrow, hair-splitting bogus
fiction. At the very least as pointed out to Peter Cribb in the FoI area he has a
professional duty to reflect back to the DET personnel office that my articles
having nothing to do with this Ms Roy.

As always I am more than happy to swear to the above on oath as a solicitor
including the fact I have never met Ms Roy and have only recently corresponded by
email.
