[Imc-sydney] PROPOSAL: add Forums

I propose adding two forums purely for site admin stuff (as Cam pointed
out, the articles already act as forums for issues-based stuff).
basically, I see forums as a much easier way of getting the information
that's usually confined to this list out to everyone. after all, which
average users actually read mailman archives?

the forums should be:
Site Changes/Announcements - for letting everyone know of changes to the
site, as well as proposed site changes.

Technical Support - for people to ask questions and get help to do with
the site.

there don't need to be any issues forums, but perhaps I've missed something.

I propose letting this sit until the weekend, and if it's good, making
it happen (I can do that) and announcing it on the new forum.
