[Imc-oceania] PROPOSAL: United IMC

i've been hoping an oceania IMC might materialise.  i think it's a great
idea to include our nearest neighbours (to australia, that is).  i guess
the issue may be the dominance of Australian posts. we'd have to make a
huge effort to be sure that oceania peoples (and that's 21 island nations
to start with) were included.

on the positive side, we have the technical knowhow, experience and gear
in Australia to make an oceania IMC happen.

i'm in favor of either options, although in the short term and Australia
IMC might be easier to acheive
