how easy would it be to change the code so that all posts go to the
elswhere/crosspost newswire, so that only moderators can move posts to
the local newswire?

Just an idea for a quick fix to get the Melbourne site up and running:
call the top wire Moderated newswire, and the bottom Breaking newswire.
Its far from ideal and more work for admins to move posts, but it
guarantees one quality newswire for the site to give us breathing space

Latest news is that someone has stolen the Perth Indy server
yesterday/overnight, so a lot of Perth activist lists and Perth IMC are
going to be down for some time. That leaves Sydney IMC the only
functioning site in mainland Australia.

It would be good to have Melbourne IMC able to operate quickly if necessary.
