[imc-melbourne-work] Parrot Press running amok

Since Thursday Parrot Press (aka Keven, Sam, Con, Mel) have generated
numerous articles on the local newswire and comments, after a warning
message from Vera to keep the comments relevant was posted.

A spam/moderation war has since resulted. The user is using a proxy so
is deterring attempts to block him.

I am talking in irc.indymedia.org #oceania
Any suggestions?
